Why We Oppose Apartments at Constitution Avenue
Project would affect Comprehensive Plan

PERKASIE, PA (October 7, 2025) On Monday night, Perkasie Borough Council voted to voice its opposition to the proposed construction of apartments at Constitution Avenue near the Perkasie Square shopping center at an upcoming Perkasie Zoning Hearing Board hearing.
Perkasie Place, LLC is applying to to Zoning Hearing Board for a variance to permit a multi-family dwelling use in the I-2 Light Industrial district. It seeks to build five buildings with a total of 72 apartments where they are not currently allowed.
At Monday’s meeting, after considerable discussion, Borough Council directed its solicitor to appear at the Perkasie Zoning Hearing Board on October 27th to state its opposition to the project. The vote was unanimous.
In its Zoning Hearing Board application, Perkasie Place, LLC believes that the property does not have a viable use under current zoning, which justifies its new proposed use. It will present testimony to support its argument for a variance under the state Municipal Planning Code to allow for apartments.
Perkasie Hometown, a slate of six candidates running for Perkasie Borough Council in the current election, unanimously supports Borough Council’s action. Our group includes three current Perkasie Council members and a member of the Perkasie Planning Commission.
“While I defer to our solicitor to make the Borough’s argument, our team members have opposed this project for several reasons,” said Scott Bomboy, a Perkasie Hometown team member and the financial chair of Perkasie Borough Council who has served for nine years on council and is a past Planning Commission member.
“In 2014, Perkasie Borough approved its current Comprehensive Plan, with considerable input from residents and taxpayers. The plan includes a blueprint for planning and development in Perkasie through 2024 and beyond. A Light Industrial area with a Commercial Center is a key element of that plan. This category is intended to provide for a variety of development, with more than 30 uses by right, including commercial businesses, a small business incubator center, and even a government recreation center. It is our belief that eliminating future growth for these uses for this Light Industrial parcel creates an imbalance in the Comprehensive Plan counter to the vision approved by residents and taxpayers.”
“I fully support the decision made by Council. This piece of land holds significant importance for the borough's long-term economic development,” said Dale Schlegel, a Perkasie Hometown team member who serves on Planning Commission. “Converting it into additional residential property would have been a missed opportunity and potentially detrimental to the borough's future economic strategy. The decision that Council made shows that strategic development, not just development, is high on the list of priorities to ensure the borough’s sustainability.”

Its team members have more than 20 years of service on Borough Council, Planning Commission, and the Zoning Hearing Board.
